- A protest notification letter submitted by Barisan Intelektual Muda Maluku Utara (BIM Malut) and an online news article.
- On April 6, 2026, BIM Malut submitted a letter to the Metro Jaya Regional Police regarding a planned protest concerning an alleged discrepancy between the claimed and actual distribution of scholarship programs provided by PT Gelora Mandiri Membangun (PT GMM) to students in South West Gane Sub-district, South Halmahera Regency.
- On April 8, 2026, BIM Malut visited PT GMM’s Head Office in Jakarta, requesting clarification on the accuracy of data concerning 40 scholarship recipients. PT GMM management engaged in discussions and expressed its commitment to conduct a comprehensive re-verification of scholarship recipients. This evaluation includes internal verification, a review of the distribution mechanism through parents or guardians, and improvements to the data management system to enhance accuracy and transparency.
- PT GMM has implemented a scholarship program since 2024 as part of the Company’s Corporate Social Contribution (CSC) initiatives. In 2024, scholarships were distributed to 40 students from 7 villages with a total budget of IDR 60,000,000. In 2025, the program continued by supporting 20 students from 4 villages with a total budget of IDR 40,000,000. The scholarship funds were distributed through each village head as the representative of beneficiaries at the village level, based on official handover documents signed by all relevant parties.
- Based on the field verification results, PT GMM found indications of discrepancies between the amount of funds distributed by the Company to the village head and the amount received by several scholarship recipients in Kurunga Village. Following these findings, the Company conducted an evaluation of the scholarship distribution mechanism as a basis for improving the distribution system and beneficiary data management.
Based on the internal evaluation results, the Company is committed to:
- Improving the scholarship beneficiary data management system to ensure consistency between administrative records and actual receipt of scholarship assistance on the ground.
- Improving the scholarship fund distribution mechanism through direct disbursement to beneficiaries or their parents/guardians.
The improved distribution mechanism will begin to be implemented in the 2026 scholarship program, which is planned to be distributed in the second semester of 2026 following the completion of procedural improvements. Further information regarding the updated distribution procedures will be published after the finalization process has been completed.
These measures are undertaken to enhance transparency, accountability, and the effectiveness of scholarship program management to ensure that educational assistance is distributed appropriately in accordance with applicable provisions.
